Include letter and memorandum, 26 June 1779, from Richard Oswald to Lord Germain, regarding the strategic importance of the Elizabeth River and Hampton Roads; and memorandum, 2 August 1781, regarding a proposed alliance between Great Britain and Russia, in order to allow a diversion of troops for an attack on Spanish colonies on the Gulf of Mexico. Also include memorandum, n.d., on the strategic importance of Portsmouth, Va., with a sketch on verso of Portsmouth and surrounding environs; and memorandum, 14 August [1781], regarding an interview between Oswald and Henry Laurens while the latter was imprisoned in the Tower of London, including discussions regarding the conduct of the war in Virginia and the Carolinas. Also include memorandum, August 1781, on the conduct of the war in Georgia and the Carolinas, with an addendum regarding Portsmouth, Va.; and letter, 16 August 1781, from Richard Oswald, regarding Henry Laurens and recommending that Cornwallis shift the focus of his military endeavors from Virginia to the Carolinas.
